According to Crunchbase, Mike Heiligenstein was also responsible for the U.S. 290 toll road that was between Austin and Manor. It managed to triple the traffic capacity of the existing road.

He further clarifies that the Central Texas Regional Mobility Authority is not a private company. It is a local agency that is accountable as it has been established by the Travis and Williamson counties.

This is an agency that is focused on innovation. According to Biz Journals, this is where Mike Heiligenstein talks about these new MoPac Express Lanes being built. They will have variable tolling. This would require making use of sophisticated technology as that will help in managing the flow of traffic.
